Somebody used to love this tree

Makes me sad seeing it neglected like this. It’s next to a restaurant in this big concrete “pot”. It’s incredibly beautiful. Any ideas how old a tree like this may be?

side note; tried to add a flair but seems like that feature is disabled atm.

What would you plant here? 2nd photo is current plants from the builder.. gets evening sun zone 9a PNW. I have a bunch of JM's in pots as well as the hydrangea tree which is why I was seeing what theyd look like

Any guesses what cultivar?

It’s been in this pot at least 8 years. Gonna repot in the winter, poor thing!
I’ve done a lot of searching and i’m leaning towards this being beni hime but i’m not sure. About 5’ tall. Definitely slow growing but honestly being stuck in this pot could have contributed quite a bit to that. First two photos are late may last photo was in November. Any ideas?

Does this look like Ukigumo?

First time ever ordering a tree and it doesn’t look much like I expected. I know that they are not always white but there is basically zero variation and the leaf shape doesn’t resemble ukigumo much, and they are huge leaves.
Has anyone had an uki start this way and end up looking right in the future?
