Apple SE 3 Watch - Issues Receiving Calls - AT&T

My 10 year old daughter has an Apple Watch SE 3 with AT&T for cellular - no cellphone paired to it though. When I call her, many times the call does not go through and I will get a response of "The wireless customer you are calling is not available." I've been to the Apple store multiple times. They've run plenty of tests and insist it's not a watch issue. I've also been to the AT&T store and they've done plenty too. I'll leave with it working but sure enough, it'll go back being very inconsistent when accepting calls. This happens despite being fulled charged, good signal, not in lower power or school mode. Sometimes it'll work with Facetime Audio, but sometimes that doesn't even work. Fortunately, it seems like she can always make calls with no issue. Does anyone else have this issue? It's so frustrating.

Limb Direction Going Downwards

This swamp white oak was planted 5 years ago. I don't know much about tree growth, but several of the lower limbs have been growing downwards. Should I be concerned? I included a picture (before) I removed some of the limbs whose branches were sagging pretty low to the ground as well as some pictures after I removed them. A couple of the close ups show the curve downwards towards ground. Is this normal or does it require some maintenance? Thanks in advance for any feedback.
