Was Picard Correct In Returning Jono, born Jeremiah Rossa Back To Talarian "Father" Endor In "Suddenly Human" TNG?

I haven't seen this episode in a while and this is one of those solid episodes that created a heck of an ethical dilemma leaving the viewers to think about what was right.

Although Jono/Jeremiah would need a lot of therapy integration into his true community, I think Picard was wrong to give him back to what essentially was his captor who claimed this boy as a spoil of war. I see the in the same way Janeway separated 7 of 9 for the collective and given time to find out who she is and where she came from.

I guess my question, based on the episode and how these characters were created could Jono/Jeremiah have assimilated back to humanity or would he try to kill more or himself?

What Other Considerations For The Prime Directive/First Contact than just Warp Capable?

I realize it's convenient for story telling but it's flawed IMO. There most certainly are species that are far more advanced than the Federation from medicine, AI, Energy, and many other things and these civilizations simply don't care about Warp Speed.

Is Warp Capable the best way to determine if First Contact and the Prime Directive be used?

NOTE: I realize the Prime Directive and First Contact have unique requirements but there is some overlap at times, I'm just trying to make this a broad discussion.

Is The President Of The Federation Also The Head of Earth?

There have been a few instances in movies and TV where it appears the President of the Federation is also the head of the Earth. "Homefront" in DS9 is one example ST IV Movie was another. I'm sure there are more. Anyway, would that mean the President of the Federation is over all planets?

In My head canon I believe the Earth is governed in typical functions and their obligation to the federation is handled accordingly.

Thoughts?

It Seems Like Colonist Get A Whole Planet To Themselves In The Star Trek Universe

I can't recall any Star Trek Episode where a planet got shared by multiple colonies. I'm Not Counting Star Trek V's Shared planet with the Klingon and Romulans because that was a political stunt. I'm just talking about typical colonization.

It's a pretty good deal to get a whole planet to yourselves...

Closest I can recall is Up The Long Ladder (Season 2, Episode 18) where The Bringloidi and The Mariposans were force to live together because of The Mariposans getting caught stealing DNA to Clone some of the Enterprise crew as a viable breeding base.
