Can someone advise the location of the mission to unlock tidal basin?

I'm playing Roosevelt Island and I'm at the end. I need to secure the harbor and only have 2 bad guys remaining. They are inside a container. How do i kill them?

I've seen no movement on the update that's still in test. Is it playable?

I play the game on PS5. 500 hours in, SHD is about 430, expertise is 8. Good selection of high tier goodies. Wanting to get better at keyboard usage, I started a new character on PC. From scratch, lvl 1. Getting to 40 is half the fun.

Am I crazy for starting over?

Any advantage in changing the global settings from normal to hard or higher difficulty? I'm watch lvl 402, expertise 8. A bit new. As I grind my watch n expertise, wondering if global settings would assist.

New player, lvl 141 SHD....low key but would like to increase clan members to gain the benefits...all respectful players welcome. PlayStation community

Just picked up a prototype backpack, part of the system corruption gear set ....now what? My SHD lvl is 147....about 200 hours into the game. Still learning....
