Seasonal Stipend Increase? (USA)

Host family here. Assuming compliance to the maximum hours and minimum stipend required by the program, Is there any rules against host families offering an increased stipend for more demanding times of the year?

I am about to enter my busy season and would like to help ensure my au pair is satisfied and prevent chances of rematch; however, I would not be willing to pay this much all year for this type of childcare. I fully intent to comply with the weekly and daily hour limits and exceed the minimum stipend all year. This would simply be extra compensation as a courtesy for times when the au pair schedule is less desirable. The au pair would of course be told in advance when the stipend returns to the base amount.

This is allowed right?

Have any host families figured out a way to make au pair car access less of a risk? We don't need a driver for our kids, but would like to provide car access in order to open up the candidate pool.

We can easily increase car insurance coverage limits and purchase umbrella coverage, however this does not matter if the insurance company denies the claim. Future insurance premiums can also be high even after a high risk driver is removed from the policy.

Has anyone tried using non-owner insurance or creating an LLC as a household employer in order to put the au pair on a separate policy and protect personal assets?
