Burden As A College Student

I'm asking on behalf of my friend. He’s currently in college and is struggling mostly because his allowance is too low. From what I understand, his allowance is only around 200+, and he also took out a student loan for a laptop, which costs him about 100/month. He didn’t have a laptop before, and on top of that, the college Wi-Fi is very slow. That forced him to get a postpaid data plan.

He didn’t realize that running heavy software would use up data really fast, and that led him to rack up 100 dollars in debt that he can’t pay right now. Because of this, he feels a heavy financial burden.

He tried to reduce the burden by looking for a part-time job, but his parents won’t allow it. They’re financially well-off and say that working would lower his standard. At the same time, they’re not supporting him financially either. They keep saying they worked hard for everything and didn’t get it for free, but they also won’t let him work.

Has anyone ever been in a similar situation? He’s really stressed right now and can’t figure out how to get out of it.
