I'm currently on my 5th playthrough of the game, and every time, I've tried using steroids since my 2nd playthtough it won't let me use them. I can use stabilizers just fine, but I can't use steroids. Is there a reason for this, or am I genuinely tweaking?

UPDATE - Complain about a problem, and it fixes itself. Steroids work perfectly fine now.
