In Minecraft Bedrock, the damage of arrows that aren’t shot by the player doesn’t scale with their velocity. Is this tied to the dispenser/skeleton arrows not having an owner tag?

I’ am searching for a Bedrock only Minecraft server (I want Bedrock redstone to work relibly). I want the server to never reset and minimal plugins, but QOL features would be nice. I want it without anti griefing rules.
Using a glitch discovered by u/One-Celebration-3007 which lets you constantly and automatically detect a certain player’s direction from a certain point in the world. You can use this to triangulate a player location, detect where the player spends the most time and assume it’s his base. By hooking this up to a 360 degrees long range tnt cannon (like RedstoneSlime’s) you can essentially create an automatic base destroyer.

Is there a way to automatically track a player’s distance from a certain point in the world in bedrock edition?
I randomly discovered that if you send primed tnt in an unloaded chunk and then create insane amounts of lag (i play on a 10 years old IPad) Minecraft completely erases the tnt fuse time data. The tnt is initially floating midair but you can give physics to it by applying momentum to the tnt (for example you can use water streams). it makes for a great minigame using a wind charge to move this glitched tnt.
