Does anyone know what can be causing a Toyota Yaris to make these sounds under the hood?

Car: 2010 Toyota Yaris, 4-cylinder engine.

My car's air conditioner has been blowing warm to room temperature air for years. I recently took my car to a mechanic to diagnose the cause of my air conditioning issue. After a week, I came to pick up my car and the mechanic told me some possible causes of the issue, but he was unsure.

After the mechanic returned my car to me, there was a new cyclic/equally spaced out and low-pitched buzzer sound (see video) coming from under the hood near the serpentine belt and engine. The sound begins shortly after I begin driving and continues for a while even when the car stops and is idling. I brought the car back to the mechanic and he said that no one in the shop heard this sound when working on the car.

Does anyone know why this sound could be occurring? Has anyone experience this before?

(If it helps, after I received by car, one OBD2 tool put out the following codes: C1241, 1201.

Another OBD2 tool put out the following codes: B1412, P1604, C1201, C1241. I saw these same codes on this particular OBD2 tool several months ago when my car did not have the cyclic buzzer sounds heard in the video.)
