What to do and in what order

I own a neglected front lawn in the rainy Pacific Northwest. My soil test indicates that the soil has nothing in it. Nothing. There are some areas where moss, clover and dandelions grow due to the grass being very thin in those places. I am happy to use the chemicals necessary to make the lawn green and healthy again. I hand pull dandelions.

It's mid August and the grass is dormant and yellow, like all my neighbors' grass. My partner aerated yesterday.

My plan is to water well, add compost all over, overseed.

Questions:

Should I apply a pre emergent, a post emergent, or fertilizer, and at what stage? I'm confused.

When should I do this? It's late summer with highs in the 70's this week. September will still be like this, I assume.

Would an inch of compost be enough? Not enough?

My plan:

  1. Water the lawn well, once.

  2. Immediately spread compost all over the lawn. Water deeply again.

  3. Overseed. Keep watering daily until the new seeds are growing.
