What's the deal with NPCs in Sniper Elite 5 and Resistance being completely mindless?

I feel like the NPC soldiers in SE5 are just.... idiotic and mindless. You could blow up a tank and a guy standing 100 meter away would just continue patrolling as if nothing happened; you could blow up a bunker and the guy standing outside would be eating an apple; you could leave dead bodies on the side of the road and the dude driving the trucks would just drive pass This is way subpar compared to SE4 where the NPCs seem to have way more awareness where they would literally run across the map to hunt you down or coordinate with their teammates to close in on your position. Any thoughts?

The thing that DBH missed out on the most, subtlety.

After Markus gained his ability to convert androids to become deviants, the thing that I thought Quantic Dream didn't do a great job on is creating nuances for the new deviants. Every androids converted by Markus became mindless drones following Markus's every orders and gave up everything to join Jericho and the revolution which wouldn't be entirely realistic. There would absolutely be a lot of families and android owners treating the Androids well with the example of Carl's new caretaker android deciding to stay with Carl even after Markus converted him; it would be insanely unrealistic for everyone of these androids to just give up everything and forsake their owners and lives to join a revolution. A little bit more subtlety would've served the game and the storyline way better. Opinion?
