Old Hose Bib

Need some help here with zero hose experience. Looking to replace this hose bib I'm guessing is from the 70s. Am I looking at a threaded or soldered bib? Tried stabilizing and twisting off. No movement. Handle crumbled while trying to twist and stem screw is very soft.

Is his soldered, or does it just need a little wd40 and more manpower ?

As the title mentions, the gfci outlet in my bathroom works fine if my toothbrush charger is plugged in. But as soon as the charger is unplugged, the outlet in my bedroom stops working.

The gfci resets when I hit the button, but only when something is plugged into that outlet. If I leave the outlet unplugged, the outlet in my bedroom does not work.

What's going on here?
