So I've encountered this ghost multiple times weirdly, but never got a video of it, so I went hunting for around 5 minutes and found it. The name is SEPOI, appears in public infection lobbies, and seems to cycle between random colors, as each time I've found it, it was a different color. The location is unknown, but it stays as the top of the leaderboard, as it lags your game and gives you around 4-10 seconds before you are kicked from the lobby. I have a pretty good PC, but it lagged me pretty badly, and I bet that standalone players might even have their game crashed from it.
