volunteering for college applications/ passion project

I’ve seen so many mixed reviews on volunteering (and yes type of volunteering i’m assuming matters) but I have never gotten a straight answer if college verify if your actually volunteering? but if i volunteer and take it more seriously than just some smaller things i’m doing now i’m wondering how much/what would be more impactful on my future application. like do I have to start something? or become president of an organization? so far I’ve volunteered a lot over the years at shelters and adoption centers for dogs but interested to make more of a genuine impact (maybe regarding women or children in need etc). looking for any recommendations that would stand out on application and “count” while simultaneously make a greater impact than what i’m currently doing.

i’ve also seen lots of people say that a passion project is a great memorable thing to do for applications and myself, if anyone has information on that would be great too!

college

hey everyone! i’m in the process of checking out potential colleges and need some advice. i’m from washington and kinda want to go out of state for new experiences, but out of state cost isn’t ideal of course. planning to go into psychology/social justice/(sociology political sci potentially) route not stem heavy at all. but not sure what exactly.

as for colleges that interest me (also keep in mind i’ve not done extensive research on many of them, and cost does play a huge role i don’t want to have load of debt until im 30) :
depaul, ithaca, seattle university, university of oregon??, university of pittsburg?? , uw, occidental college??, state university of new york at new paltz??

i especially want a good caliber of people community, diversity and environment so not a school with a 95% acceptance rate, and would like a more liberal arts geared school preferably. also love chicago, portland, seattle new york(except nyc insanely expensive) vibe.
