Do all force users have the ability to use the same powers but just don’t use them because of their side’s rules

Or does their morality actually play a fact in to their potential to learn certain abilities?

Itd be very Ironic if Boro's Prophecy was referring to Garou and his potential and his ideology of being the monster

But both were defeated by a guy who just wanted to be a hero for fun.
