Question for HR Specialists....

I’m trying to better understand the HR process behind healthcare hiring for military treatment facilities under the Defense Health Agency.
From what I understand, a lot happens behind the scenes before a vacancy ever appears on USAJOBS, especially after healthcare personnel retires or leaves a position.
For those familiar with DHA/DoD HR or federal healthcare hiring:
- What steps typically happen between a pharmacist retiring and the actual USAJOBS posting going live?
- What parts of the process tend to cause the biggest delays?
- Does regional HR batch healthcare postings together?
- How long does classification/review usually take for outpatient positions?
- Once a supervisor says a posting is “pending USAJOBS announcement,” what stage is it usually in at that point?
Currently awaiting a backfill vacancy to be posted on USAJobs (waiting since February now), and I am confident that it is past the Command approval stage as of last month. Would appreciate any insight from HR specialists, DHA employees, federal pharmacists, or anyone familiar with MTF hiring timelines. Thanks!
