The trains are still late, the new app doesn't work, and the cars are still filthy, reek of spilled sewage from the broken lavatories, and have the same opaque plastic windows that we were told they'd replace 2 years ago.

Can we go ahead and conclude that the governors "rapid action plan" was either a farce or a complete failure?
