Definetely doing something wrong here help me out

I got a cheap BAILI double edged razor from Amazon

I use the ASTRA BLADES

Person shaving cream (tube)

I wet my face first, dry than apply it

Go along with the grain,

The problem is when I shave it doesn’t always felt like the blade glides smoothly, causing cuts. Even with shaving cream it does that. Especially around the chin and kneck.

Once shaved i feel it’s not as clean as I expected I want baby skin smooth shave but it shaves similar to my Philips one blade (electric trimmer)

Is the problem the double edged shaver I am using?
