Supply ships should come from the clipper/steamer production of shipyards.

Currently playing as Spain, fighting a war in the Americas, with the Spanish East Indies annexed, and needing supplies. Supply ships on the toolbar say I have 41 supply ships available, but hovering the cursor over shows every large army or navy is thousands of supply ships short. So I don’t have 41 ships available? Why would it say that?

Then I go to build a ton of shipyards, all of which I’m subsidizing, and they’re massively unprofitable because shipyards in my market are making an extra 2.5k steamers per week at -49% of the market need. Somehow we can’t use any of those thousands of extra ships to supply military logistics?

My thinking for a solution is the logistics centers should use the steamers/clippers as one of their consumption needs, and the tool tip could show overall supply of steamers/clippers in the market instead.

It’s just frustrating being heavily over indexed into shipyards and it still not being enough to supply the military.

Any thoughts, comments, or critiques on this?
