Would you rather have Xuanling S6/sig no chisa or xuanling s3/sig with chisa s0/sig?

I have an S0 chisa and was just wondering if thats gunna be best to put in with Yang and suisui who im planning on pulling for, is she still the best for that team as a sub-dps or at least with Yangyang initially even at S0? I've heard you need her s2 for her to actually be good

Has anyone got a fix for this, my geolocation is showing that im dead center Canada, and so its setting my time to Canadian time, if i manually change my region back to the UK this causes all sorts of issues with downloading stuff, like the Microsoft store and Xbox app which will only start working when i turn it back to automatic and it sets it back to canadian time.

It's a really irritating issue not only for downloads but the simple fact that i'd like my computer time to show me UK time and not Canadian.
