I have a snapdragon 8 elite processor, and it pulls fortnite at maximum settings of 60 and 120 FPS. But the graphics still look terrible, so I would like to know how to increase the resolution, because all the smoothing options are not very good.

I'm looking for a 2D animated movie or TV episode that I watched around 2016–2017, possibly on Cartoon Network or the Russian TV channel 2x2.
The main thing I remember is the villain. He was intelligent and wore a completely black mask that looked very similar in shape to Iron Man's helmet. He had an average build and wore black clothing.
One scene is very clear in my memory: the villain was clinging to the upper corner of a wall or ceiling while trying to lure an overweight man by holding out a handful of wheat in his palm. He wanted to eat the man.
I also remember another scene where the same villain ate a frog. There was also a line similar to "He'll eat you!" or "I'll eat you!"
I think part of the story took place in a hotel, inn, or similar building.
The animation style was colorful and cartoony, not anime.
Does anyone recognize this?
P.S. I'm certain I'm not mixing multiple cartoons together. These scenes all belonged to the same character.
