I am applying as an international student to an online degree (recongized by UGC), and they're asking me to pay the semester fees so that my application continues. When they did not even review my documents or anything. And I saw more than one online university mentioning in their application process this same thing.

Shouldn't we pay the semester fees after approval? Or at least after they reviewed my documents and only thing left is payment?

What will happen if they reject my application? They're gonna refund the semester fees without any deductions? What if they make up some stuff to scam me out of my money?
