International transfer (hopefully) student with C+ average, can I get in?

I’m a U.S. student who has completed 2 years of Uni. I want to transfer to York U for the political science program but I saw online that the minimum is a 3.0. I have a GPA of 2.52 (I have an incomplete in one of my courses because I was in the hospital so my teacher will allow me to finish off by June 15th. I failed my midterm for the class but I got High A’s and B’s for my papers. All I have left to do is do my final but it’s impossible to get an A on her exams so I expect a B. Right now I have a 75.52% in the class so it’s possible I raise it to a Low B.
Anyways, my GPA won’t improve much. It’ll mostly be 2.6 by the end.

I have extenuating circumstances so I want to write a personal statement explaining (mental health issues) and I received accommodations in highschool and I was going to in Uni but I decided to just transfer out of there. Are my chances in the gutter?

How competitive is the Political Science program?

I applied to the University as an international student, I have 2 years left and political science is not too competitive in general but I want to know if it’s different in Canada than in the U.S.

Also, I know some programs are harder to get into but I’d imagine political science wouldn’t be. My stats aren’t great, due to some extenuating circumstances. (my gpa is at a 2.8) but I improved drastically so the school might see how dramatic my progress is and love it. I heard York isn’t hard to get into hence the saying “if you can hold a fork, you can go to York” which gives me a lot of hope lol. I’m very eager to receive an acceptance letter, I’ve been to Canada with friends and it was exciting. Frankly, I need to get out of the U.S. by fall semester. I’m waiting for an acceptance so I can apply for my study permit.

Can I obtain a study permit for Canada if I’ll need financial assistance?

I applied to a school in Canada and tuition for international students is 40k CAD, not including other amenities. Doing research, in order to obtain a study permit I’d need to prove I can pay for the tuition and living expenses which ranges to 22k CAD. This is obviously very expensive so I’d need financial assistance, need based support, loans, scholarships, and FAFSA. If I require all of these, would that affect my chances? Also, can someone tell me if im being unrealistic. I’ll be transferring out of my American Uni to finish my last 2 years in Canada but I just applied. I plan on going during the fall 2026 semester but I don’t know if im running out of time.
