Rheinfelden for young family - overall rhythm, liveliness, safety etc

I am thinking about moving to Rheinfelden. I have a really hard time deciding whether that is a good place to live. My other option is Luzern, as I have an almost job offer there.

I am originally from a tiny town in south Aargau and would say it was not the best place for a childhood. My son is growing up in Toronto, in a small neighborhood where everything is accessible by foot, which seems a bit better. We do not really go downtown a lot as a family, maybe 4 times a year.

I would appreciate a place where everything is walkable or bikeable, where people are out at least a bit in the afternoons (i.e. you meet your neighbors when you go shopping etc), or where there are clubs where my son could at least meet his school friends, where he can be rather independent. We also like biking and hiking and swimming.

Is Rheinfelden lively on weekday evenings?
Are there people sitting in restaurants or bars outside?
Does it have a community feeling, or is everyone just commuting home from work and then staying indoors (that was my village experience)?
Are there English speaking families?
Are kids active and outside after school?
Is it convenient to quickly go on an evening outing to Basel if we feel the need for more culture or a nice restaurant?
How is Rheinfelden across the boarder? Does that feel almost like a city?
