I personally do not think these spawns should be available. Gives a pretty big advantage to anyone lucky enough to spawn 2-4 grids deeper into the map than everyone else.
I think a subtle yet good balancing change would be to lock spawns on the actual beach.

Horses are still super laggy even after the horse network optimizations. I noticed no difference what so ever. Still glitching through the map every 60 seconds, overall just a laggy experience.
Old horses were so much better.
Edit: Also, what is up with horses trying to determine their own path while I'm going through a forest or trees? They will try to go their own way around a tree, usually resulting in me just hitting the tree instead.
