If I have an app that downloads something the phone treats it very harshly and I have to keep the app open or make it in pop view and not even minimized to keep working

I tried many things but none works, this doesn't happen with the same apps across different android phones, Ive tried keep open, no restrictions usage etc, and none of these worked
