I've tried a different world just to check chests but discovered that the chests are tracked by character and not world. I've cleared basically all the POIs available to my game state and not found several of the better random looted items that I was hoping to find. I haven't found a repeatable source of loot rolls so I am confused how you are supposed to move forward other than finding someone to drop it for you so you can get the recipe.

Edit: Thanks for the replies. Can't say I appreciate the game design choice there but I understand now.
