This is from the official rules video for the game Кіт, козак, борщ, сало, цап
I understand she's saying that if the Sapper Dog card is placed, players do (or don't do?) an action, then put their hand on the cards.
I'm just not sure what the action or "пpогaвкайтe три рази" is.
The 2 translations I've gotten are 'Skip three times' and 'Knock three times'
In the video she just puts her hand on the cards so maybe it's do nothing, as in skip?

Could someone tell me what it translates to?

I'm looking for the source/video or a better picture of Charlie pulling a big grin, showing off his teeth and/or scrunching up his face, like in the picture or similar.

I can't remember if it's him doing a bit about being angry or about being gross.
