Need help interpreting this part of the pattern

So I'm just not getting what I'm supposed to do here. I feel like they want me to make a row of "DCs" (I think this may be a pattern in English standard) on the neck of the jacket as well as the hood, THEN sew the two rows together to make a sort of channel to then pull the cord through. The picture of the finished product doesn't give much help.

Any tips to decrease 5 sts?

I'm working on part D in fig 1. The decreasing in the armhole shaping went well but the shoulder shaping was much more difficult where there didn't seem to be enough slack to decrease the 5 stitches all at once. I definitely dropped some stitches in the final product. Is there a trick or something to make this decreasing a little easier?

I included the needle rule to show that the final result makes these faux cables. There's a note that says the decreasing only refers to the back bed and to decrease the front bed accordingly. I took that to mean that whatever stitches on the front bed will create a space between the front and back bed after racking should be transferred to the back bed. When shoulder shaping, I would transfer stitches to the back bed first and then decrease by 5.
