Sporemod API kit unresponsive

I've tried uninstalling and reinstalling the launcher to different locations, removing all mods, uninstalling and reinstalling spore, and pretty much tried every fix I could find that's already available online. Right now I have a fresh install of Spore AND sporemod api launcher. the launcher just doesnt do anything. at most I might see the little blue loading circle for a few seconds longer than usual. the only thing that responds at all is the mod installer shortcut but only if run as administrator (i know youre not supposed to but thats the only way I could get it to do anything.) I have Spore and GA installed through the EA app.

Rust Opinions

EDIT: thanks everyone!! It sounds like it's not terrible, but I decided against it for the price and risk factor.

Hey there. Looking to buy a Yaris but the one I'm interested in has lived a lot of its life so far up north (US) and I'm concerned about the rust. 2010 selling for $6495 with 96k miles on it. How bad is this rust, is it able to be treated, and if so, is it worth it to buy and get it treated?
