Can someone please tell me what this is as the hose was old and has completely snapped off both ends and needs to be replaced asap, also would this affect the car not starting or battery? .

I have a 1998 Holden Barina SB that has stopped working, I found this loose hose, have never seen it before could anyone tell me where it goe, it's connected to the thing in second picture.
