Do we get holiday pay on the 4th of July?

if it’s been proven and studied and shown time after time that old people are being scammed and being told to come into the store and buy gift cards, why have we not been given the permission and rule to limit gift card sales and hold the right to deny service? I have multiple older customers whom come in on a weekly/Biweekly basis and buy hundreds.. if not thousands of dollars of gift cards a month “Razor gold” “GPay” and etc?
