USPS retain my package until my landlord shows up

A question regarding San Diego, CA (USPS): I rent a space, and the landlord's main house—where all correspondence is delivered—is located on the same property. However, whenever I receive a package via USPS, it is invariably marked as "Unfortunately, USPS was unable to complete your delivery and is holding it for you to pick up." This happens even when I have been waiting by the front door during delivery hours specifically to ensure they attempt delivery; in reality, they never even approach the address to make the attempt. Subsequently, the package is marked as being held at the nearby post office. When I try to pick it up myself—even though I have my name on the package, possess a Real ID showing the correct address, and have even tried showing them my rental agreement—I am told that the landlord is the one who must go to pick up my package. This is frustrating because my landlord refuses to go retrieve them, and as a result, I do not receive my packages. This issue occurs only with this specific carrier USPS :/
