What is this on my 13B Coleman?

What is this on my 13B Coleman?

Overlooked this bit welded to the frame when I was buying it and noticed it while looking into making a rear bumper to mount a hitch to. It is only on the right side opposite the waste water dump. I can't find anything about what it's purpose is, can anybody enlighten me?

I have an opportunity to come back to the railroad but, I'm on the fence if I should. My backstory if you will is I started with U.P. back in 2011 straight out of highschool worked with them until 2017 when job security became uncertain and we wanted to start a family. I started working in a warehouse back in our home town and was there for the birth of my two children who are now 7 and 6. However, warehouse pay is not enough to sustain us, with the railroad I could support us on our current budget and would allow my wife to stay home. The railroad has its ups and downs but I really enjoyed it and wouldn't mind going back to that kind of work but, my biggest concern is how it could affect my children. I don't want to miss out on their lives and I definitely don't want my absence to affect them negatively.

My question to any current railroaders is how have you handled this life with young children and if you think this move would be best for me to support my family on in these uncertain times.
