I just got this piece of charoite. It looks like it's been covered with glue that dried clear. Is that what a stone that has been stabilized looks like?

I was polishing a different piece of charoite, but it fractured easily, so I'm thinking I'll need to stabilize that piece, before I completely destroy it.

I'm new to this hobby, so any info would be appreciated!
