KL Rahul bought for 14cr vs. Jurel retained for 14 cr. What are we doing?

I believe Jurel seems scared to play big shots. He slows down the entire game. He maybe giving the other striker a free hand to play but he also needs to contribute consistently. For instance- #3 from other teams (likes of Ishan Kishan) are contributing consistently.
