Make/Model: Craftsman 4 cycle mini tiller

New to any engine repair. Tried tinkering around with a mini tiller that’s not starting. Cleaned carburetor, changed plug. Now runs but the idle is extremely erratic. Will rev high then drop down. Not sure if it’s leaking at the manifold since the gasket fiberglass piece was partially ripped onto the carburetor when removed. any thoughts? Throttle cable was stuck, now it’s not bad, and definitely not stuck open like it was.

EDIT: This is just after I pull started it. I did not touch the throttle once here.
