Context: I'm playing Tech and Res 1.13 Byzantine Empire and I'm sick and tired of some of my buildings being at 50 with no one in them. Why the fuck would anyone keep building when no one is making money? They should automatically go to 2 or 3 or whatever is needed after a period of time to fill that industry. Last I checked Capitalist's don't like wasting money.
