One of my friends has completed a 3-year diploma in Computer Science Engineering (CSE).

my_qualifications: 3-year Diploma in CSE

Now he wants to pursue B.Tech, but he does not want direct second-year admission through lateral entry. He wants to take admission in the full 4-year B.Tech program starting from 1st year.

So is this possible in India?

Can diploma students apply for regular 4-year B.Tech admission instead of joining directly in 2nd year?

Are there any colleges or universities that allow this?

He want to do a full 4-year B.Tech, not directly 2 years, 3 years, 4 years.

But a full 4-year B.Tech.

So can he do this?
