my mint plant doesn't have direct sunlight

I’ve been dealing with etiolation, stunted growth, and slow growth on my mint plants. The sunlight in my area is unreliable, and my plants are kept in a semi-outdoor environment with a roof. The temperature here in the equatorial region ranges from 22–31°C.
I’m planning to buy two T5 grow lights (9W / 900 lumens each, 5000K–6500K, around 50–60 cm long), but I’m worried they still won’t be effective enough for the plants to grow as healthy and lush as when I first bought them.
Will this setup work well for optimal, healthy mint growth?
