What are my options

So I haven’t detailed a car in years, but I decided to finally treat myself to a dream car of mine 1989 C4 corvette, I want to figure out what my options are with it. the front and rear bumpers plastic is significantly faded compared to the body which is fiberglass. Trying to figure if I can bring back the paint with buff and polish, or sand and polish, or if I straight up just need to get it paint matched and corrected. Let me know your thoughts.

So I recently replaced the halogens with LEDs in the dash and it worked great, until I stupidly shorted the cigarette lighter. After that the dash lights are fully on showing 8s, when flipping the turn signal the entire dash blinks. And it appears as tho 2 of the main leds are no longer lighting up and possibly some of the smaller leds for the turn signal aren’t lighting up either. I have replaced the blown fuse from the short which has not helped. I have also checked the contacts on the cigarette lighter and they look fine. Sounds to me like I messed up a ground. But I’d like to see what the community has to say or any advice. Thanks
