Why am I getting billed for customs for a gift?

So months ago on my birthday I got a present from a friend in another nation. Didnt think anything of it. Now, I'm getting a bill like.... 3 months later roughly. Not only that, but the bill is more than the item is even worth! It's marked as gift for friend.

What happens if you don't pay it? I didn't agree to that.

I would have told my friend not to send it to me, I'll just pick it up when I visit again or just give me some steam games. No tariffs for digital goods.

Not to mention, why is it so much? When I actually go to buy things from ali express or temu the tarrif charge is like in the cent range, less than a dollar usually. Idk what they do but I never got a bill for those items. Those are actually bought and paid items not gifts.
