Parking permit question

Hi all, I’m moving into a new house and applying for a residential parking permit. I’m going to use my V5C as proof of ownership. Does the registered address on the V5C need to be the same as the address that I’m moving into, or is this only if you provide insurance as proof of ownership?

The council website doesn’t clarify this, it says: “you will be required to upload proof that the vehicle, is connected to the permit holder of the vehicle. This can be Vehicle Log Book (V5C), Hire or Lease Agreement or Insurance Document. The insurance address should be where you keep the car.”

Product recommendations for fine, frizzy hair

I've been struggling to find the right product and would appreciate some help. First picture is my hair, second is a reference that I want to achieve.

I have a similar cut to the reference but my hair always looks frizzy and dry. It feels gritty when I run my hands through it. I'm currently using Kevin Murphy Rough Rider (medium hold, low shine clay) applied to damp hair and air dried. I've stopped blow drying as heat damage was inevitably contributing to the frizziness.

My hair is dense but fine. Hence, the matte finish of KM Rough Rider is likely not helping. I want a healthier/wetter look with thicker strands. However I'm worried higher shine products will weigh my hair down. Reuzel Blue sounds promising but seems designed for thicker textured hair which I don't have.

Is there a product that gives strong hold with medium-high shine that work well with fine hair, applied damp? Or is this just a genetics issue?
