Tile swapping between settlements?
I know this was listed as a change in the new update, but I can't figure out how to do it. I wanted to swap a tile with no improvements to another city and couldn't see a way in the city screen, the tile I want to swap is just greyed out.
The tile is within 3 tiles of both settlements and has no improvements or buildings.
Can tiles only be swapped on a growth event?
