I have some questions about needle felting onto fabric for a cosplay I’m making :)

im working on a cosplay of a character named Bdubs. He wears a moss cloak and I wanted to recreate that by sewing a cloak/capelet and then felting onto it.
I have a lot of time and some experience in needlefelting but I’ve never felted onto fabric before. Most of the felting onto fabric I’ve seen was 2D and I was wondering if it was possible to make it more 3D and how to go about that.
I’ve included some art of the character to hopefully make it more clear what I mean by 3D. (art by briseise on tumbler) I really want the cloak to have depth and texture, not necessarily to the extent of the cloak in the art, but still some. I need to know if it’s realistic and worth it or if I should just get a green cloak and call it a day.
I was also wondering what fabric would be best to use in this case because I need to find a fabric that would be good for sewing a cloak/capelet but also for felting onto it.
