Question about missing Hunter avatars / Dark Tribute drops (Bad Hand rarity)

Hi,

I noticed there isn't an avatar for The Revenant hunter yet. Does anyone know if the devs plan to add avatars for the missing hunters later on?

Also, I just learned that Bad Hand is locked behind Dark Tribute. I'm Prestige 35 and never got a legendary skin from it. Is his drop rate really that low?
