CBDT notified FAST-DS scheme (Foreign Assets Disclosure) from August 16 good news for returning NRIs/RNORs?

Saw the notification that CBDT’s Foreign Assets of Small Taxpayers Disclosure Scheme (FAST-DS 2026) opened up on August 16.
A lot of returning NRIs and expats often get caught up in Black Money Act notices simply because they forgot to disclose old overseas savings accounts, foreign ESOPs, or insurance policies in Schedule FA when transitioning to Resident/RNOR status.
Quick summary of what was released:
- Window: Open from August 16 to December 31, 2026.
- Category 1 (Omitted schedule reporting): Assets up to ₹5 Crore acquired while NRI or from taxed income can be regularized with a flat ₹1 Lakh fee.
- Category 2 (Undisclosed foreign income/assets): Up to ₹1 Crore threshold, settled at 30% tax + 30% additional fee (60% effective).
- Immunity: Protects from Black Money Act prosecution/penalties for past reporting failures.
Has anyone here evaluated this for old overseas bank accounts or ESOPs left behind after moving back to India? Seems like a huge relief for honest reporting errors.
