1-time buildings should give bonuses when not in capital
Some of the buildings that can only be built once, i.e. supreme court or parliament, should give bonuses aside from crown power when built outside of the capital. This could be local control, proximity source, monthly development, etc. Would help to make polycentric nations feel more viable, balancing crown power and centralisation against a more distributed power base.
