Hi, I am trying to find the name of this movie: low-budget TV movie probably from late 80s/early 90s. A mother dies and watches her teenage daughter from heaven. She decides to return to Earth as a slightly older teenage girl and becomes friends with her own daughter, who doesn’t know it’s her mother. She helps her gain confidence. One scene includes a blonde friend having a panic attack and breathing into a paper bag. The daughter or mother had dark curly hair, and the returned girl wore a hat. Anybody? Thank you!
