My Quaker refuses a step up and is non-aggressively nibbling at me after?

She used to step up and did so happily. But, yesterday I had to move her from one room to another. She is no longer stepping up in any capacity and after rejecting the step up she starts… nibbling on me? This was the closest I could ever get to a true step up. I didn’t chase her with my hand, I just stayed there, and she started to nibble on me. It doesn’t read as an aggressive or “leave me alone” type of bite?

I’m scared of her not wanting to come out anymore, because I’ve seen it happen before with other birds. Right now I’m just sitting here trying to get her trust back by sitting around. But I don’t know why she’s nibbling my hand. It’s like she’s exploring, but she already knows my hand exists, and she won’t lure onto the hand either.

What,,, is this supposed to mean? What should I do? She’s still aware of the existence of step up because she repeats it back to me as a word but she just doesn’t when she used to be so eager before.
